We're Hiring: Manager – Finance & Admin (Bangladesh)

Full-time (37.5 hours per week)

Salary:
BDT 140,000 – 150,000 (Monthly)

Justice and Care, Bangladesh is seeking an experienced and values-driven Manager – Finance & Admin to provide strategic leadership across finance, HR, and administrative functions. This is a senior leadership role based in our Dhaka office, supporting our mission to combat human trafficking and support survivors.

Key Responsibilities

Financial Leadership

Lead all financial operations of JCBD in line with donor requirements, JCUK policies, and Bangladesh regulations. Oversee financial reporting, audits, internal controls, bank reconciliations, and multi-currency transactions. Identify financial risks and develop mitigation strategies.

Budgeting & Donor Compliance

Lead annual budgeting, forecasting, and expenditure monitoring. Ensure full compliance with donor requirements (e.g. USAID, FCDO, Freedom Fund) and support proposal budgeting and donor financial reporting.

Procurement, Administration & Operations

Oversee procurement processes, vendor assessments, asset management, logistics, and office maintenance. Ensure compliance with NGOAB, RJSC, tax, VAT, and statutory requirements. Liaise with Banks, government offices, and external stakeholders.

Human Resources

Supervise payroll, benefits, HR records, and reimbursements. Support recruitment, onboarding, performance management, and staff development. Promote a culture of safeguarding, integrity, and accountability.

Strategic Leadership

Provide financial and operational insights to senior leadership. Build internal capacity on compliance, budgeting, and reporting. Participate in senior leadership discussions.

Qualifications & Experience

  • Master's degree in Accounting, Finance, Business Administration, or a related field. Professional certification preferred.
  • 8–10 years' experience in NGO/INGO finance and administration, including at least 3 years in a management role.
  • Proven experience managing donor-funded projects (e.g. USAID, FCDO, Freedom Fund or similar).
  • Strong knowledge of IFRS, Bangladesh labour law, tax, VAT, and NGO regulations.
  • Excellent communication skills in English and Bangla.
  • Strong Excel skills and experience with MS Excel, QuickBooks or ERP systems.
