Cluster Head of Audit

The primary responsibility of the role is to lead the audit & inspection teams to carryout effective internal audits and investigations under the supervision of Head of Audit & Inspection at the head office divisions, departments, units, branches, foreign exchange business & operation, core risk areas and subsidiaries of The City Bank Ltd. as per the annual audit plan or instruction from Head of Audit & Inspection. Other key responsibilities of the role include - adding value and improving City Bank PLC's operations through their objective oriented activities and consultancies, helping City Bank PLC to accomplish objectives by bringing a systematic, disciplined and risk based approach to evaluate and improve the effectiveness of risk Management, control and governance processes.

Responsibilities

• Assist Head of Audit & Inspection by providing reliable audit opinion and ensuring implementation of key audit recommendations.
• Assist Head of Audit in facilitating knowledge management and development and usage of standard audit work programs, checklists and tools to identify potential areas and segments for development of growth.
• Identify weakness of control and provide management with a clear articulation of residual risks where existing controls are inadequate.
• Support to Head of Audit & Inspection to prepare annual audit plan on the basis of risk based internal audit of head office divisions, departments, units, foreign exchange business & operation, core risk areas and subsidiaries of the bank and implement the same having approval of the Audit Committee of the Board.
• Spearhead formulating the framework for risk-based audit plan and strategy for internal audits, management audits and concurrent audits of head office divisions, departments, units, foreign exchange business & operation, core risk areas and subsidiaries of the bank.
• Carry out effective and comprehensive internal audit or investigation of the head office division/unit is an independent, objective assurance and consulting manner designed to add value and improve the bank's operations.
• Ensure that audit plans are met, programs are carried out, and results of audits are promptly communicated to the Head of Audit & Inspection.
• Bring a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control and governance processes.
• Provide high-quality advice on current developments in the bank's internal control policies and procedure.
• Arrange monthly meetings with the Head Office & FX audit & inspection officials regarding audit plan, audit program, audit challenges, new contents of audit scope, circulars etc.
• Update/prepare risk based audit guideline with risk grading checklist from time to time.
• Support Head of Internal Control & Compliance (ICC)/ Head of Audit and Inspection in driving the process improvement by standardization of the guidelines for the audit activities and implement the same. Also actively hold discussion with the senior management and audit committee for their input and address their queries
• Assist to Head of Audit & Inspection in formulating and updating ICC policies as required by regulator or Bank's Board/Audit Committee.
• Report the internal control deficiencies identified by the audit/investigations teams to the Head of Audit & Inspection.
• Prepare a summary report on the audit findings and corrective actions taken at the end of the year for the Audit Committee of the Board and the Managing Director.
• Design, implement, test and modify controls in specific organization systems, to provide assurance of operational and technical efficiency at the corporate level.
• Formation of Head Office & FX audit & inspection teams for conducting comprehensive audits & inspections/investigations etc. in consultation with Head of Audit & Inspection.
• Supervise & coordinate functions of related internal auditors & investigators.
• Determine audit sampling in accordance with Bangladesh Bank ICC Guideline, CBL Policy and auditing standards.
• Review all findings of internal audit/investigation reports to maintain highest quality before submission to Head of Audit & Inspection.
• Ensure that all audits are comprehensive. Help the Head of Audit & Inspection to ensure that all major/appropriate findings are highlighted to the Board's Audit Committee and Management before any findings by a third-party or Regulator (including fines, penalty etc.).
• Surprise check of audit work procedure during audit program of large units.
• Give consideration on major financial exposure or loss, significant process lapses, serious employee misconduct etc.
• Actively hold discussion in the exit meeting with the branch/division for rectification of identified issues with appropriate action plan.
• Post validation of audit findings and actively work with auditee divisions to ensure that observations are actively complied with and recurrence is prevented.
• Conduct monthly functional review of all the Head Office & FX audit & inspection teams.
• Run the half yearly and yearly Performance Management Process (PMP) of the Head Office & FX audit & inspection officials.
• Assist Head of Audit to develop audit resources through appropriate and advanced training to enhance the knowledge and skills of auditors to enable them to keep pace with the changes taking place all around the globe.
• Closely monitor the expenses and ensure to keep within the budget of ICCD, Undertake initiatives to reduce audit cost in an ongoing basis, assist in completion of the Budget Procedures and ensure schedule of charges are adhered accordingly.

Academic & Additional Qualifications

• 4 years of Graduation or Masters in any discipline from International or UGC Approved Universities in Bangladesh.
• Professional certifications like Chartered Accountant etc. are preferred.
• Minimum 10 years of experience in a reputed banks/ financial institutions with at least 5 years in managerial level of audit department.
• Sound knowledge in banking laws & practices, audit concepts & techniques along with good analytical and problem solving skills.
• Thorough professional knowledge with good academic background.
• Highly flexible with a strong commitment to deadlines.
• Sound knowledge in Microsoft-Office.
