This is a contractual position and will lead Monitoring, Evaluation, Accountability, and Learning (MEAL) functions for waste management interventions implemented under the Urban Development Programme (UDP) in Cox's Bazar and St. Martin. The role will ensure high-quality data management, evidence-based decision-making, adaptive learning, and accountability mechanisms across project sites. The position will be based in Dhaka with frequent field missions to Cox's Bazar and St. Martin for technical support, supervision, and quality assurance. The position will lead centralized MEAL reporting, learning management, and digital monitoring through Salesforce, TaroWorks, and Kobo platforms. The role will also strengthen evidence-based learning, quarterly MEAL reporting, and cross-project knowledge sharing to enhance programme quality and sustainability.

Key responsibilities:
1. Monitoring & Evaluation System Development
- Support the design and implementation of project-specific MEAL frameworks, log-frames, and indicator tracking tools for waste management and circular economy interventions.
- Develop data collection tools (quantitative and qualitative) aligned with project indicators and donor reporting requirements.
- Ensure integration of environmental, gender, and inclusion indicators into MEAL systems.
- Maintain the MEAL database and dashboards for real-time monitoring and reporting.
2. Data Management and Analysis
- Supervise regular data collection and field monitoring visits in Cox's Bazar and St. Martin.
- Conduct data quality assessments (DQA) to ensure validity, reliability, and consistency of project data.
- Analyse data and produce evidence-based insights to inform programme improvement and decision-making.
- Support periodic outcome and impact assessments related to waste reduction, recycling, and community behaviour change.
3. Learning and Knowledge Management
- Facilitate learning reviews, reflection sessions, and after-action reviews with programme and field teams.
- Document case studies, best practices, and success stories related to waste management, recycling, and community engagement.
- Support research and pilot initiatives on low-value plastic recycling and circular economy innovations.
- Promote adaptive management by integrating learning into project design and planning.
4. Accountability and Community Feedback Mechanisms
- Establish and oversee community feedback and response mechanisms (CFRM) across intervention sites.
- Ensure that accountability standards (including safeguarding and environmental compliance) are effectively implemented.
- Analyze feedback trends and work with programme teams to ensure timely and appropriate responses.
5. Reporting and Coordination
- Contribute to project progress reports, and MEAL reports of internal updates.
- Coordinate closely with UDP technical, operations, and field teams for synchronized monitoring activities.
- Represent MEAL functions in internal coordination meetings and external stakeholder discussions.
- Liaise with local authorities, implementing partners, and development partners on data and reporting requirements.
6. Capacity Building
- Provide technical support and training to field MEAL staff, enumerators, and partner organizations on data collection, digital tools, and reporting standards.
- Mentor field teams to improve monitoring skills and understanding of MEAL principles.
Safeguarding responsibilities:
- Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
- Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
- Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
Additional job requirements:
- This position is open for Bangladeshi nationals only.
- Demonstrated experience in learning documentation, quarterly reporting, and knowledge-sharing processes.
- Familiarity with donor-funded project reporting (e.g., World Bank, UN bodies or similar).
- Excellent communication, problem solving and writing skills in both Bangla and English.
- Strong leadership and project management skills.
- Proven expertise in data management systems such as Salesforce, Taro-Works, and Kobo-Toolbox.
Educational requirements:
Master's degree in Statistics/Development Studies/Environmental Science/Urban Planning, or a related field (or a related discipline).
Experience requirements:
Minimum 5 years of experience in MEAL, preferably within urban development, waste management, or environmental sustainability projects.
