As part of this mission, we are seeking a dynamic and experienced individual to play the role of Team Leader for the
Inclusive Services and Opportunities (ISO) for the Host Communities and Displaced Rohingya Populations
project - ISO Project. This role will be central to driving impact on the ground, and we are inviting expressions of interest from qualified candidates, with the assignment expected to begin in the first half of 2026 for a two-year duration.
About the Project:
The ISO project funded by the World Bank aims to improve access to livelihoods, health, nutrition, education, and psychosocial services for vulnerable Host and Rohingya communities in Chattogram, with a strong focus on preventing and responding to gender-based violence. Its livelihoods component, implemented by the Department of Social Services (DSS) under the Ministry of Social Welfare, will enhance the long-standing Rural Social Services (RSS) program and target 100,000 host community members. While RSS has historically reduced poverty through microcredit and savings support, its skills training services remain limited. To address this, DSS seeks a specialized firm to conduct market and training needs assessments, develop relevant technical, business, financial literacy, and life skills curricula, and deliver training, under the supervision of the ISO Project Management Unit.
About the Role:
The Team Leader will oversee the project to develop technical and life skills for host communities and FDMNs (Forcibly Displaced Myanmar Nationals) in Chattogram. The role involves providing strategic and technical leadership, ensuring compliance and timely delivery, and serving as the main liaison with the World Bank, government, and partners. The incumbent will supervise key team members, support the Project Director, and ensure quality implementation, donor reporting, and financial accountability, while fostering collaboration across technical, HR, and finance functions.
Major Responsibilities:
- Provide strategic and technical leadership to the programme and team, fostering innovation and ensuring rigorous implementation of donor deliverables.
- Serve as the primary liaison with donors, government officials, implementing partners, private sector entities, and civil society stakeholders.
- Engage with programme participants and stakeholders to maintain effective relationships and support project objectives.
- Oversee day-to-day project management, including quality control, timely deliverables, and compliance with funder standards.
- Assist the ISO Project Director in programme oversight and coordination with partners.
- Supervise and mentor a team comprising Training Experts, Field Supervisors, MEAL Expert, Accounts Manager, and HR Manager.
- Support Field Supervisors and Training Experts in resolving implementation challenges and improving program delivery.
- Coordinate with Accounts and HR teams to ensure timely recruitment, staff management, and payroll administration.
- Monitor and manage project reporting requirements, including progress updates, financial reporting, and technical contributions from internal and external partners.
Safeguarding Responsibilities:
- Establish a safeguarding culture across all levels of the programme by implementing the safeguarding policy. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
- Responsible for ensuring team members are appropriately trained, supported and have access to resources regarding issues that are identified and implemented in accordance with the safeguarding policy and procedure.
- Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
Qualifications and Experience:
- Applicants must have a Master's degree in Social Sciences, or other relevant areas.
- Minimum 10 years of overall experience managing socio-economic projects, including a minimum of 5 years as a team leader.
- Extensive experience in the development sector in Bangladesh, including skills and life skills development, market access, financial inclusion, poverty reduction, and GESI.
- Experience with the World Bank–funded projects and a strong understanding of their policies, planning, budgeting, and programme management.
- Strong leadership, communication, and interpersonal skills to manage teams and collaborate effectively with donors, government officials, local partners, and other stakeholders.
- Proficient in monitoring, evaluation, operational reviews, and results-based project management to ensure quality and impact.
- Fluency in English (required) and Bangla (highly preferred), with the ability to build relationships across diverse sectors including civil society, media, private sector, and international partners.
