As part of this mission, we are seeking a dynamic and experienced individual for an anticipated project to play the role of Team Leader for the Inclusive Services and Opportunities for the Human Capital Development and Livelihood Project (ISO for HCDLP). We are inviting expressions of interest for a Team Leader who will play a key role in delivering results on the ground. The assignment is expected to begin in early 2026, for a two and a half year duration.

About the Project:

The ISO for HCDLP project, funded by the World Bank aims to improve access to economic opportunities, safety nets, learning, health, and protection services for vulnerable Host and Forcibly Displaced Myanmar Nationals (FDMN) communities, with a strong focus on advancing gender equality.

Under this specific component, led by the Ministry of Women and Children Affairs (MoWCA), the project will expand access to comprehensive Gender-Based Violence (GBV) and Child Marriage prevention and response services. It will provide life-saving support, skills development, and awareness activities for women, adolescents, and youth in FDMN camps in Cox's Bazar and Bhashanchar, as well as Host Communities in the Chattogram Division.

About the Role:

The Team Leader will lead the project providing strategic and technical leadership, ensuring integrated community mobilisation, expanded livelihood and skills opportunities, and delivery of comprehensive GBV prevention and response. The incumbent will supervise key staff, support the Project Director, ensure timely implementation, oversee donor reporting and financial accountability, and collaborate across multiple functions.

Key Responsibilities:

  • Lead strategic and technical direction for the project, driving innovation and ensuring high-quality implementation of programme activities, donor deliverables, and project objectives on GBV prevention, community engagement, and women's economic empowerment.
  • Represent BRAC as the primary liaison with the World Bank, Ministry of Women and Children Affairs (MoWCA), implementing partners, private sector, civil society, and other stakeholders, ensuring alignment of activities and effective external engagement.
  • Engage with project participants and stakeholders to maintain strong relationships and ensure the integrated delivery of community mobilisation, livelihood skills training, market linkages, and entrepreneurship support.
  • Oversee quality and effectiveness of project tools, including SASA Together, SBCC guidelines, training modules, and behavior change measurement approaches.
  • Supervise and provide capacity building and mentorship on GBV, gender, safeguarding, community mobilisation, and livelihood skills approaches to the project team.
  • Support the Project Director in strategic oversight, partner coordination, and decision-making across all project components.
  • Manage project reporting requirements, including progress updates, financial reporting, and compliance documentation for donors and government.
  • Drive continuous program learning by integrating insights from community assessments, market surveys, and evidence-based research into project strategy and decision-making.

Safeguarding Responsibilities:

  • Establish a safeguarding culture across all levels of the programme by implementing the safeguarding policy. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Responsible for ensuring team members are appropriately trained, supported and have access to resources regarding issues that are identified and implemented in accordance with the safeguarding policy and procedure.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.

Qualifications and Experience:

  • Applicants must have a Master's degree in Social Sciences, Gender Studies, or other relevant areas.
  • Minimum of 20 years of overall professional experience, including at least 15 years with organisations on GBV and gender equality, such as designing social norms change strategies and/or conducting gender/GBV programme analysis.
  • At least 10 years of experience as a Team Leader or Project Manager, with proven expertise in strategic planning and budget.
  • Comprehensive understanding of project cycle management, donor compliance (especially World Bank), and government systems, particularly MoWCA and local government structures.
  • Demonstrated experience in leading strategic liaison with the Government of Bangladesh, donors, and development partners.
  • In-depth knowledge of GBV prevention and response, gender norms, safeguarding, and community engagement approaches, including behaviour-change models such as SASA Together.
  • Strong expertise in livelihoods, skills development, market/value chain development, and women's economic empowerment strategies.
  • Proficiency in project management and communication in both English and Bangla.
  • Solid understanding of monitoring, evaluation, learning, and accountability systems.
