As part of this mission, we are seeking an experienced individual to play the role of The Gender and Social Inclusion (GESI) Expert for the Inclusive Services and Opportunities (ISO) for the Host Communities and Displaced Rohingya Populations project. This role will be central to driving impact on the ground, and we are inviting expressions of interest from qualified candidates, with the assignment expected to begin in the first half of 2026 for a two-year duration.

About the Project:

The ISO project funded by the World Bank aims to improve access to livelihoods, health, nutrition, education, and psychosocial services for vulnerable Host and Rohingya communities in Chattogram, with a strong focus on preventing and responding to gender-based violence. Its livelihoods component, implemented by the Department of Social Services (DSS) under the Ministry of Social Welfare, will enhance the long-standing Rural Social Services (RSS) program and target 100,000 host community members. While RSS has historically reduced poverty through microcredit and savings support, its skills training services remain limited. To address this, DSS seeks a specialised firm to conduct market and training needs assessments, develop relevant technical, business, financial literacy, and life skills curricula, and deliver training, under the supervision of the ISO Project Management Unit.

About the Role:

The Gender and Social Inclusion (GESI) Expert will ensure the integration of gender equity and social inclusion across all stages of programme design, implementation, monitoring, and reporting. The role will strengthen staff capacity to address gender-based violence (GBV), child protection, and safeguarding in alignment with organisational and donor standards. Based in Dhaka, with regular visits to the Chittagong division, the position will lead gender mainstreaming initiatives within partnership programmes and contribute to advancing gender equality and women's empowerment in line with the SDGs. The Expert will provide strategic coordination and leadership on gender mainstreaming—setting direction, driving innovation, and fostering collaboration to design and deliver GEWE- focused programmes and partnerships.

Major Responsibilities:

  • Design and implement community outreach, engagement strategies, and training modules with a focus on GBV, Child Protection, and GESI principles.
  • Mainstream Gender Equity and Social Inclusion across all program activities, including participant selection, mentorship, case management, and training.
  • Develop and deliver training for staff on SEA, SH, incident reporting, and ethical standards, including formulation of a Code of Conduct.
  • Integrate GESI principles into M&E frameworks, monitor progress, and ensure inclusivity and equity in program outputs and outcomes.
  • Serve as the focal point for addressing gender and social inclusion-related grievances and promoting safeguarding across all stakeholders
  • Lead capacity-building initiatives, including developing gender-sensitive training modules, manuals, and knowledge products, and mentoring project staff to strengthen gender mainstreaming
  • Coordinate with internal departments, implementing partners, donors, and external stakeholders to advocate for GEWE, support research, and enhance project impact
  • Ensure effective project management, including results-based monitoring, budget oversight, financial efficiency, and timely reporting, while fulfilling additional duties aligned with project goals.

Safeguarding Responsibilities:

  • Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.

Qualifications and Experience:

  • Applicants must have a Master's Degree in Sociology, Social Work, Anthropology, Gender Studies or other relevant areas.
  • Overall 8 professional experience with minimum 5 years of relevant operational experience with a proven track record in GESI-related activities.
  • Extensive experience and knowledge on Bangladesh's socio-economic conditions, especially at the rural level, and the impact of human development, poverty reduction programmes.
  • Experience of working with forcibly displaced communities, indigenous peoples, and disaster-affected populations.
  • Sound knowledge and understanding on gender and women development, gender mainstreaming and capacity to link with other development agenda.
  • Excellent conceptual and analytical skills with regard to gender issues.
  • Experience in developing strategic planning with ability to contribute to programme overall strategies.
  • Extensive experience in capacity development role at senior level and good ability to facilitate learning and knowledge management.
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.
  • Fluency in English and Bengali (speaking, reading, writing).
