Job Description

USA-BD Joint Venture IT Cyber Security Company is looking for Security Engineer & Bid Writer who is responsible for developing persuasive, compliant, and well-structured proposals in response to federal, State government solicitations. This role requires strong writing skills, Cyber Security Technical skills, and the ability to collaborate across departments to produce high-quality submissions that align with USA government requirements.

Key Responsibilities:

Year 1: Federal Bid Writer (IT Focus)

  • Analyze State and federal RFPs, RFQs, and IFBs to determine proposal requirements.
  • Write and edit proposal content including technical approaches, compliance and pricing.
  • Ensure proposals meet all compliance and formatting requirements.
  • Manage proposal timelines and coordinate inputs from stakeholders.
  • Identifying gaps in bid writing and automate process using AI agent
  • Editing content to ensure voice, grammar and style is on point.

Year 2 Onward: SOC Analyst (Tier 1)

  • Monitor security alerts and perform initial triage of incidents.
  • Detect and respond to threats using SIEM and other security tools.
  • Contribute to threat scenarios, use cases, and real-time monitoring strategies.
  • Support proactive threat hunting and integration with federal threat-sharing platforms.
  • ·Assist in documentation for audits, risk assessments, and continuous monitoring programs.

Skills and qualifications

  • Strong technical and persuasive writing skills.
  • Excellent organizational and time management abilities.
  • Proficiency in Microsoft Office and proposal management tools.
  • Willingness to multitask and take new initiatives. Ability to meet deadlines.

Key Performance Indicators (KPIs):

  • Proposal Win Rate: Percentage of submitted proposals that result in contract awards.
  • Technical Accuracy: Quality and correctness of technical content, as rated by client feedback.
  • On-Time Submission Rate: Percentage of proposals submitted before or by the deadline.
  • Compliance Score: Number of proposals submitted without compliance issues or disqualifications.
  • Use of Reusable IT Content: Leveraging pre-approved technical content libraries or templates.
