REQUEST FOR BIDS: TECHNICAL SPECIALISTS IN ECONOMIC GROWTH AND GOVERNANCE
1.0 Background
The Field Support Services Project (FSSP) in Bangladesh is an initiative designed to support Global Affairs Canada's (GAC) international assistance program in Bangladesh by providing technical, financial, administrative and logistical support services. As part of this role, the FSSP manages a pool of Technical Specialists, who are instrumental in providing support for GAC's priority themes, sectors and initiatives. The FSSP is implemented by Frannan International Limited and is funded by Global Affairs Canada.
2.0 Request for Technical Specialists
The FSSP is issuing a request for Technical Specialists that have the capacity to provide support to GAC's programming in the following sectors:
- Economic Growth
- Governance
Information regarding illustrative responsibilities for each sector is provided in the General Statement of Work (SOW) within the bidding package referenced below (ref. to 6.0).
3.0 Terms and Conditions of the Resulting Agreement
Selected consultants will be invited to sign standing offer agreements. These agreements do not constitute a commitment to request any level of service. Services are expected to be requested via specific Task Orders issued on an as-needed basis and consultants will only be engaged when specific needs arise. There is no guarantee of any minimum number of Task Orders, nor any anticipated level of effort. Interested consultants should understand that, even if they are successful, they may not be requested to provide any services during the term of the agreement.
4.0 Evaluation of Applications
Evaluations will follow a Quality and Cost-Based selection process, considering the educational and experience-related criteria mentioned in section 10.0.
5.0 Submission Instructions
Interested consultants are requested to submit the following documents by 13th August 2025, before 11.59 pm. Submissions received after this time will not be considered. Candidates who applied earlier are not required to reapply, since this is a timeline extension.
Technical Proposal:
- An up-to-date Curriculum Vitae (CV)
- 1 report written by the applicant, mentioning date of submission, demonstrating sectoral and contextual knowledge, that has been previously submitted to international donors/organizations within the last 12 months.
Consultants are responsible for ensuring that they have the appropriate permissions to disclose any information included in the report that will be shared as part of their submission. - The above documents are to be sent to -, clearly stating the title of the sector in the subject line.
Financial Proposal:
- Consultants should complete the Financial Officer Proposal Form linked in the attachments under each sector in 6.0, indicating an all-inclusive daily fee rate in Canadian Dollars.
- The daily fee rate should be based on a 7.5-hour day and should represent full and complete honorarium (inclusive of all cost elements, including overheads, insurance, profit, etc.) VAT on the proposed daily-fee rate will be added by the FSSP and deducted as per the rules of NBR, without impacting the fee rate. All other taxes should be included within the rate proposed.
- Travel expenses outside of Dhaka will be reimbursed according to FSSP policy, but all other expenses, including travel within Dhaka city, should be included within the daily rate provided.
- The above document is to be sent to -, clearly stating the sector in the subject line.
- Financial information/fee rates should only be submitted to this mailbox. Submission of this information to any other mailbox or with a technical application may lead to a proposal being rejected.
Consultants considered to be technically qualified may be contacted at any time, depending on needs. Consultants who are not considered to be technically qualified will be notified.

7.0 Request for Clarifications
Any clarifications requested during the procurement process should be sent to - by the morning of August 13, 2025. Answers to clarifications received will be posted within the respective links referenced in 6.0 without identifying the source of the question. No communication regarding this RFB by interested consultants should be directed at any other member of the team or through any other channel than those provided above. Any communication outside of these channels may lead to the rejection of your proposal. One Candidate should apply for 1 sector, either for Economic Growth or for Governance.

Any complaints by bidders during the procurement process should be sent to -
9.0 Personal Data
Information received will be kept in the FSSP database for future procurements, in line with Data Protection Laws in Bangladesh. This information will be held by Frannan International and shared with Global Affairs Canada, but will not be shared with other organizations, entities or persons.
