Sightsavers is implementing several disability inclusive projects in Nigeria, Kenya and Bangladesh under the global consortium led Disability Inclusive Development (DID) programme. The DID programme is guided by the principles of the United Nations Convention on the Rights of Persons with Disabilities and aims to develop evidence of what works to deliver results for people with disabilities.

The Inclusive family planning project (IFPLAN)implemented in Kaduna state is part of the Disability Inclusive Development (DID) programme, under the Inclusive Futures umbrella, funded by FCDO and will be led by Sightsavers in a consortium with BBC Media Action.

The Project Implemented From January 2022 To December 2025 Has a Budget Of Approximately £2.9 Million And Aims To Achieve Three Key Outcomes

  • People with disabilities having increased knowledge of intention to use, and perceived support from others to access, available family planning services.
  • Service providers delivering inclusive, accessible healthcare services and information to people with disabilities.
  • OPDs meaningfully engaging in policy and decision-making processes and advocating for disability inclusion in the health sector through different structures.

IFPLAN seeks to strengthen its ability to systematically capture, analyse, and use evidence of outcomes generated through its inclusive and accessible SRHR intervention in Kaduna. Outcome Harvesting (OH) will offer a participatory and unique approach to identifying, verifying, and interpreting outcomes particularly reflective of the activities implemented through IFPLAN's work which as earlier noted involved various approaches of interventions in the community and through the mainstream and digital media.

  • Shikhbo Shobai Inclusive Education Program

The Disability Inclusive Development (DID)-Education is a consortium program led by Sightsavers in partnership with ADD International, and Sense International aims to strengthening systems for the enrolment, retention and support of children with disabilities at primary level of mainstream education in Bangladesh. The program in Bangladesh is ending in December 2025.

The primary goal of the Task Order 45 (TO45) is to ensure children of 5-10 years old have access to some form of education and support and to reach children with severe and multiple disabilities who are now excluded from the education provision. The program mapped out the target groups and key stakeholders to achieve strategic outcomes. They are children with severe and multiple disabilities, parents/caregivers, organization of peoples with disability (OPD), school administration, and the community people. The program is implemented in 45 (forty-five) government primary schools (GPS) in three Upazila (Narshingdi Sadar, Tarash, Sirajganj Sadar) under two districts (Narshingdi and Sirajganj).

What The Project Work Will Focus On
Sightsavers are inviting bids from consultancies or consultants to engage an expert who will develop an outcome harvesting and Most Significant Change (MSC) facilitation guides tailored to IFPLAN's context, aligned with established OH and MSC principles, and adaptable for both in-person and virtual facilitation sessions.

Key Responsibilities
The consultant should seek to achieve the following objectives.

  • Develop facilitator guidance notes for OH workshop including the agenda, activity guides, question prompts, data capture templates, and analysis tools.

  • For OH, mapped Outcome Statements that clearly describes the changes (positive or negative) in behaviour, relationships, actions, or policies including who changed, what changed, when, where and how the change was influenced by the IFPLAN interventions.
  • For OH, develop outcome database or matrix compiling the outcome statements, contribution analysis, significance, verification sources, categorization (intended or unintended, positive or negative, short-term/long-term) and linked strategies.
  • For OH and MSC, learning and use plan or summary explaining how the findings will be used for decision-making, adaptation, or strategic planning by the relevant stakeholders.
  • Write the draft report after the workshop sessions reports has been compiled by the MEL team.
  • Review and refine the final report considering the comments from the project team.

Timeline

The evaluation will run from 28 September 2025 to 30 November 30, 2025.

Consultant's expertise

  • Proven expertise in Outcome Harvesting (OH) and Most Significant Change (MSC) methodology and facilitation.
  • Strong writing skills with the ability to write compellingly in different styles according to the product and audience.
  • Extensive experience producing learning papers using qualitative research methods and other learning products to support the dissemination of learning such as blogs, videos, articles, infographics for example.
  • Experience in working with service providers, local communities, OPDs.
  • Experience in the field of social inclusion, particularly for women, girls and people with disabilities will be an added advantage.
  • Advanced interpersonal and communication skills including influencing, negotiation and facilitation.
  • Experience working on projects / programmes funded through FCDO or other international donors that have adopted learning for adaptation/adaptive management.
  • Knowledge of Nigeria and Bangladesh context is an added advantage.

Payment Terms
The agreed budget will be discussed at interview.

Consultants with a depth of experience in the above will be procured to undertake the project through an expression of interest process.
