Position Overview

The Public Sector & Policy Advisor will provide expert advisory services on public governance, regulatory frameworks, and development policies. This role involves working closely with government bodies, development partners, and private sector stakeholders to facilitate policy formulation, regulatory compliance, and public sector modernization initiatives. The successful candidate will bring deep knowledge of Bangladesh's public administration landscape and proven experience managing complex stakeholder environments.

Key Responsibilities

• Provide strategic advisory on governance reforms, regulatory frameworks, and public sector policies aligned with national development goals.
• Support the design, implementation, and monitoring of public-private partnership (PPP) projects and infrastructure development programs.
• Engage and coordinate with government agencies, donor organizations, NGOs, and private sector partners to foster collaboration and consensus-building.
• Conduct rigorous research, impact assessments, and policy analysis to inform decision-making processes.
• Prepare comprehensive policy briefs, reports, and presentations tailored to diverse stakeholder groups.
• Facilitate workshops, consultations, and capacity-building sessions to strengthen institutional capabilities.
• Monitor and analyze political, economic, and regulatory developments impacting the public sector in Bangladesh.

Required Qualifications and Experience

• Bachelor's and Master's degrees in Public Policy, Public Administration, Governance, Economics, Finance, Political Science, or a related discipline from a reputable institution.
• Minimum of 5 years of professional experience in public sector advisory, government agencies, international development organizations, or policy research institutions.
• Strong understanding of Bangladesh's governance systems, regulatory environment, and public administration practices.
• Proven experience managing stakeholder engagement across government, donor, and private sector entities.
• Exceptional analytical, writing, and communication skills in English and Bangla; fluency in other languages is an advantage.
• Ability to work independently and collaboratively in a dynamic, multicultural environment.
• Demonstrated capacity to influence policy and operational decisions at senior levels.

Preferred Competencies

• Experience working with multilateral agencies such as the World Bank, IMF, OECD, EIB, EBRD, UNDP, AIIB, or Asian Development Bank.
• Expertise in infrastructure development, PPP frameworks, or social sector programs.
• Knowledge of international best practices in governance and regulatory reforms.
• Advanced skills in project management and capacity building.
• Commitment to integrity, transparency, and ethical advisory services.
