Functional Responsibilities:
Strategic Alignment and Governance

• Support the review and alignment of project interventions with national policies, strategies, and frameworks (e.g. NDHS 2023–2027, HPNSP, Digital Bangladesh Vision, UHC Roadmap, a2i initiatives).
• Contribute to the development of the Strategic Alignment Matrix and briefing notes that demonstrate coherence with ADB's Strategy 2030 and Bangladesh's health sector priorities.
• Provide technical support to ensure that the Digital Health Strategic Blueprint (2026–2030) reflects robust institutional and governance arrangements.
• Advise on the integration of gender equality, inclusivity, and climate resilience within governance and policy frameworks.

Project Delivery and Support

• Support the Project Manager – Digital Health Architecture Expert in the day-to-day coordination and monitoring of project activities related to governance, institutional strengthening, and stakeholder management.
• Draft reports, policy briefs, and technical notes on institutional design, governance frameworks, and sustainability strategies.
• Contribute to the design and establishment of the Central Project Management Unit (PMU) within MOHFW, including roles, TORs, and operational procedures.
• Provide inputs into feasibility studies and prioritization exercises to ensure interventions are aligned with policy and governance requirements.

Stakeholder Engagement and Coordination

• Facilitate the effective functioning of the Steering Committee and Technical Working Group, including preparation of agendas, documentation, and follow-up actions.
• Develop and maintain a stakeholder mapping and engagement plan to ensure inclusive participation (government, private sector, civil society, and development partners).
• Ensure systematic documentation of stakeholder consultations, capturing institutional perspectives and policy-level commitments.
• Support communication and coordination between MOHFW, ADB, UNOPS, and other partners to strengthen ownership and alignment.

Policy and Institutional Strengthening

• Provide technical inputs to the design of governance and regulatory frameworks (e.g. health data governance, interoperability standards, privacy and security policies).
• Support MOHFW in identifying and addressing policy and regulatory gaps, benchmarking against global standards (WHO/ITU digital health governance guidelines).
• Facilitate the development of a sustainability and institutionalization plan, ensuring that the PMU evolves into a longer-term institutional arrangement (e.g. transition to a Bangladesh Digital Health Authority, BDHA).
• Promote the integration of governance and accountability mechanisms for long-term project sustainability.

Knowledge Management and Innovation

• Support documentation of lessons learned on digital health governance and institutional arrangements.
• Contribute to the development of case studies, presentations, and reports for dissemination with government, development partners, and the wider UNOPS digital health community of practice.
• Promote innovative governance solutions, such as public-private partnerships, inter-ministerial coordination models, and inclusive governance practices.

Monitoring, Reporting, and Quality Assurance

• Contribute to progress reports, situation analyses, and knowledge products related to governance and institutional strengthening.
• Monitor progress against deliverables in governance-related work packages and report risks, challenges, and mitigation measures.
• Support quality assurance of policy-related deliverables, ensuring alignment with international standards and partner expectations.
• Ensure governance and policy outputs are well-integrated into the final investment-ready ADB project proposal.

Impact of Results
The Digital Health Systems & Governance Senior Analyst will directly impact the success of the Digital Health Bangladesh Project by ensuring strong strategic alignment, robust governance mechanisms, and institutional sustainability. The incumbent's contributions will help consolidate fragmented digital health initiatives into a coherent national framework, reinforce government ownership, and lay the foundation for a resilient and sustainable digital health ecosystem.

Education/Experience/Language requirements:
Education:

• Advanced university degree in Computer Science/engineering, Statistics or related subjects.
• University Degree (bachelor's degree / first level) in computer science/engineering, statistics, or related subject with a combination of 2 years of relevant professional experience in Digital Transformation in Health Sector or other relevant discipline is required.

Certification:

• PRINCE 2 foundation is highly desirable. PRINCE2 at Practitioner level or any other relevant Project Management certification is a preferred qualification.

Experience:

• At least 2 years' experience in health systems strengthening, governance, or digital health projects.
• Experience working with MOHFW, DGHS, and donor-funded projects is required.
• Experience working across Bangladesh is required.

Language Requirement:

• Fluency in English and Bangla is required.
