Position Overview
We are hiring a
Head of Compliance & Regulatory
to lead the compliance department in Bangladesh. This is a senior leadership role with full ownership of
regulatory strategy, compliance framework, and risk management
across PalmPay Bangladesh's operations.

The ideal candidate will have deep expertise in compliance gained through experience with
Mobile Financial Services (MFS) or
Payment Service Providers (PSPs)
or
Microfinance Institutions (MFIs).
The role requires a forward-thinking leader who can manage complex regulatory landscapes while driving PalmPay's growth and operational integrity in Bangladesh.

Key Responsibilities
Regulatory Compliance & Engagement

• Lead all compliance and regulatory functions for PalmPay Bangladesh
• Act as the primary liaison with Bangladesh Bank, MRA, and other regulatory bodies
• Stay updated on regulatory developments in the fintech, MFS, PSP, and MFI sectors
• Ensure timely and accurate filings, reporting, and regulatory audits

Policy Development & Risk Management

• Design and implement compliance frameworks tailored to MFS, PSP, and MFI operating environments
• Oversee AML/CFT, KYC, and consumer protection programs
• Conduct regular risk assessments and drive mitigation strategies
• Ensure alignment of compliance policies with PalmPay's global standards

Monitoring & Reporting

• Build robust systems for compliance monitoring and reporting
• Present compliance and risk reports to senior leadership and group headquarters
• Lead internal investigations of compliance violations and enforce remediation

Cross-functional Leadership

• Work closely with Business, Finance, Legal, HR, and Technology teams to embed compliance in all operations
• Train and mentor employees on compliance requirements and ethical practices
• Foster a strong culture of compliance, integrity, and accountability across the organization

Key Competencies

• Proven expertise in MFS, PSP, or MFI regulatory compliance in Bangladesh
• Strong understanding of Bangladesh Bank regulations, MRA guidelines, AML/CFT rules, data privacy, and financial licensing
• Ability to design compliance frameworks that balance business growth with regulatory obligations
• Strong leadership, communication, and negotiation skills
• Ability to identify risks, propose practical solutions, and influence decision-making
• High ethical standards, integrity, and stakeholder management capability

Required Qualifications

• Bachelor's or Master's degree in Law, Finance, Business Administration, or related field
• 8+ years of experience in compliance, risk management, or regulatory affairs, with at least 3 years in a leadership role
• Prior experience in MFS, PSP or MFI is essential
• Proven ability to lead regulatory inspections, audits, and licensing matters
• Fluency in Bangla and English, both written and verbal
