To plan and manage field operations to ensure the effective and efficient. Deployment of WFP's food assistance & other programmes and use of allocated resources and government capacity-strengthening activities.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

Under the direct supervision of the Head of Cox's Bazar Area Office, the Programme Policy Officer (Head of Field Office, Bhasan Char) will be responsible for the following duties.

1. Operational Oversight and Strategic Alignment: Plan, coordinate, and manage WFP's operations in Bhasan Char, ensuring CSP (Country Strategic Plan) activities align with strategic priorities. Oversee integrated programmes including GFA (Group Food Assistance), Nutrition, School Feeding, Livelihoods, and common services such as Supply Chain, IT, Security, and UN (United Nations) Accommodation.

2. Leadership, Safety, and Financial Management: Supervise field office staff with strong leadership and capacity building; ensure safety and security of personnel and assets in coordination with UNDSS; manage petty cash accounts in compliance with WFP rules and procedures.

3. Programme Implementation and Delivery: Lead and support WFP's food distribution, nutrition, school feeding, and resilience activities on Bhasan Char, ensuring quality, accountability, and timely service to beneficiaries.

4. Monitoring, Reporting, and Coordination: Conduct regular site visits, collaborate with partners to resolve operational challenges, ensure robust data systems and reporting mechanisms, and submit timely, evidence-based reports to the Area and Country Offices.

5. Logistics and Operational Integration: Coordinate with logistics and supply chain units for efficient handling and delivery of food and cash-based transfers; participate in weekly Cox's Bazar Area Office and Country Office meetings for operational updates.

6. Representation and Stakeholder Engagement: Represent WFP in Bhasan Char and maintain strong relationships with government counterparts (RRRC, Navy, NSI, law enforcement), UN agencies, sectors, cooperating partners, and NGOs to support coordinated humanitarian efforts.

7. Partnership and Coordination Leadership: Lead field-level coordination among actors, manage strategic partnerships to enhance WFP's operational efficiency and coverage, and actively participate in inter-agency meetings, joint missions, and donor visits to promote collaboration and accountability.

8. Contingency Planning and Situational Awareness: Maintain updated awareness of the Bhasan Char context and develop contingency and emergency response plans tailored to potential risks and scenarios.

9. Emergency Coordination and Reporting: Coordinate preparedness and response activities—including food and cash distributions—with government and partners; prepare and share timely situation reports during emergencies or security incidents.

10. Capacity Building and Logistics Integration: Strengthen emergency response capacity through staff and partner training and ensure close coordination with logistics and relevant teams for rapid deployment during crises.

11. Capacity Building and Cross-Cutting Integration: Strengthen the technical capacities of WFP staff, cooperating partners, and local authorities through training on programme standards, food safety, monitoring, and reporting; actively engage in learning initiatives and field trainings; and promote the integration of gender, protection, and environmental sustainability into programme delivery.

12. Compliance and Risk Management: Ensure all field operations adhere to WFP's internal controls, compliance standards, and risk management frameworks.

13. Partner Oversight and Issue Resolution: Monitor cooperating partners' performance for accountability and transparency, take corrective actions when irregularities arise, and report significant issues to supervisors and relevant units.

14. Perform any other tasks as assigned.

EDUCATION AND QUALIFICATION:

Education: Completion of Advanced University Degree (Master's or equivalent) is required. Education in Economics, International Development, Social Sciences, Public Health or any other relevant field is preferable.

Experience: Minimum 5 to 10 years of relevant and professional experience (Managerial/Supervisory) in handling Complex Programmes in a field office related to Emergency, Food Assistance, Livelihood or in any other relevant fields.

Language: Fluency (Level C) in spoken and written in English language.
