UNOPS supports a range of projects focused on capacity development and infrastructure, leveraging its expertise in procurement, human resource management, finance, and project management to deliver efficient, sustainable solutions.

Role Purpose
The purpose of this assignment is to design, develop, and operationalize a digital and user-friendly procurement planning system for district and upazila health authorities. The system will enable local health managers to prepare, review, and submit procurement plans efficiently and in alignment with national procurement policies, ensuring transparency, accountability, and timeliness in the procurement process.

This ICT assignment will complement the work of the health systems consultant responsible for policy and content development, by providing the technical architecture, software development, and integration necessary for implementing a fully digitalized solution.

Objectives of the Assignment

• Translate the procurement planning policy framework and template into a digital system architecture and workflow design.
• Develop a user-friendly, bilingual (Bangla-English), web-based application for district and upazila-level procurement planning.
• Ensure interoperability with existing MoHFW digital systems such as DHIS2, e-GP, LMIS, and HRIS.
• Develop data storage, reporting, and dashboard modules for real-time monitoring and decision-making.
• Provide user manuals, training materials, and technical documentation to support implementation and maintenance.

Functions / Key Results Expected

• Review functional specifications, workflows, and templates prepared by the policy consultant for district procurement plan .
• Conduct a system requirements analysis (SRA) including user roles, permissions, data flows, and reporting needs.
• Design the system architecture, including database schema, security framework, and interoperability standards (FHIR/HL7, API integration).

• Develop the digital procurement planning platform, with the following modules:

• User management (MoHFW, district, upazila, and directorate levels)

• Procurement needs assessment
• Item catalog and price reference library
• Plan preparation and approval workflows
• Budget tracking and progress dashboard

• Data export and reporting functions

• Ensure bilingual interface (Bangla and English) and accessibility from both desktop and mobile devices.

• Conduct testing and debugging, ensuring system stability and data accuracy.
• Support pilot implementation in selected districts/upazilas and incorporate user feedback.
• Prepare technical documentation, user manual, and provide training to MoHFW and field users.
• Recommend a plan for system hosting, maintenance, and sustainability, including integration with national digital health systems.

Education Requirements

• Bachelor's degree (or equivalent) in Computer Science, Information Systems, Health Informatics or related fields with 7 years of relevant experience OR
• Master's degree (or equivalent) in any of the above or related fields with 5 years of relevant experience is required.

• Relevant experience is work in software development, preferably for public sector or health systems or related areas.

Desired

• Proven experience in designing and implementing digital planning, procurement, or MIS platforms.
• Familiarity with MoHFW information systems (DHIS2, e-GP, HRIS, LMIS) and national e-Government standards.
• Proficiency in database design (MySQL/PostgreSQL), backend frameworks (Django, Laravel, ), and frontend technologies (React, Angular, Vue).
• Experience ensuring data security, user authentication, and cloud deployment (e.g., AWS, Azure, or national data center).
• Strong analytical, problem-solving, and communication skills; ability to deliver within tight timelines.
