WFP started operations in Bangladesh in 1974. Despite significant economic growth over the past decade, 20 percent, or 16.5 million people are food insecure and 24 percent live below the national poverty line. Bangladesh is extremely vulnerable to natural hazards with most of the population residing in areas prone to floods and cyclones. The country strategic plan reinforces WFP's commitment to working with the Government to improve food security, nutrition, and resilience of vulnerable communities, while also providing emergency assistance to people affected by disasters.
Since 2017, in response to the massive influx of the Rohingya people fleeing Myanmar, WFP has been providing critical food, nutrition, self-reliance, school feeding and disaster risk reduction (DRR) assistance for the Rohingya population. In Cox's Bazar, WFP also supports Bangladeshi communities most vulnerable to food insecurity through longer-term nutrition, school feeding, livelihoods and DRR interventions. From late 2021, WFP has been supporting the Rohingya on Bhasan Char Island, now home to 35,000 refugees who have been relocated from the camps in Cox's Bazar.
The position will directly report to the Head of Programme based in Dhaka.

KEY ACCOUNTABILITIES:

For the continuity and improvement of CBT Operations, lead and provide support in all the stages of the Programme Cycle with the below roles and responsibilities.

1.Lead the CBT team, providing overall coordination oversight and capacity building.

2.Produce CBT capacity strengthening training modules and materials for WFP staff and Cooperating Partners (CPs) and invest in continuous training.

3.Refine business case for all WFP programme activities on data and digitalization requirements in view of beneficiary and transfer management for interventions using cash as a modality.

4.In order to provide choice and dignity, continue with the coordination and efforts to enable PlugPAY as a transfer mechanism.

5.Develop, review, update and ensure the SOPs for each transfer mechanism in place, are implemented accordingly.

6.For any new location, during the design & plan phase, coordinate with all relevant Units the assessments and the choice model exercises to determine the transfer modality and mechanism best for each context.

7.Jointly with Procurement and following the FSP selecting and contracting process, lead business relationships with Financial Service Providers (FSPs).

8.To improve assurance, ensure all cash interventions, use SCOPE as an end-to-end (E2E).

9.Closely follow up with all Programme Activities and ensure the 1st and 2nd level reconciliation reports are done timely and no new payment cycles are processed before the reports have been approved.

10.In alignment to the CashBook guidance and whenever is required, coordinate the Cash Working Group (CWG) meetings and notes and ensure the SOPs are updated periodically.

11.Participate in inter-agency coordination mechanisms such as transfer working group in Cox's Bazar, inter-agency common cash system for Bangladesh as well as internal coordination on CBT with CO, RBB and HQ; and

12.Perform any other duties related to CBT.

For the IDM and Government to People (G2P) strategies that are in development, the main roles and responsibilities are:

1.Regardless of the modality of assistance, coordinate operational and policy decisions with all relevant Units for identity management, data transfers with governments, and data minimization including when biometrics would be appropriate to use.

2.Regardless of the modality of assistance, develop guidance on IDM, including how much information to collect, how to process and protect the information of the people we assist, and promote a consistent level of maturity with all Programme Activities.

3.Jointly with all relevant Units, review the systems currently being used to support IDM for cash, value voucher, in-kind and commodity voucher operations and identify if they are the best depending on the context or if they can be replaced by any of the systems corporately endorsed under the IDM Target Architecture.

4.Coordinate all actions required to put in place the High-level Memorandum of Understanding (MoU) with the Ministry of Finance (MoF) which will enable WFP to access the Single Registry, use the Treasury Single Account (TSA) through the Public Account to deposit and transfer cash to the beneficiaries using the electronic funds transfer (EFT) system through the G2P Payment Platform.

5.To make the High-level MoU operational, develop the process flow for the identity management processes using the Single Registry, the Decision Memo, the matrix with the cash assurance risk mitigation actions and the Specific MoU; and

6.Coordinate all the capacity strengthening actions towards improving the G2P payment mechanism from the GoB.
