Purpose:

The Programme Manager is responsible for implementing education and child protection related project plans by supervising, monitoring & coordinating with team members and other stakeholders ensuring timely projects completion utilizing approved budget.

Job Description/Responsibilities:

Strategic Planning and Implementation:

• Develop comprehensive project plans including timelines, resource allocation and budgets to ensure clear objectives and effective project execution.
• Oversee the implementation and monitoring of the HCMP Strategic Action Plan.

Programme Development:

• Assist/support HCMP Leadership Team, HCMP Grants and PDDR Team for designing and developing project proposal.

Programme Implementation:

• Support the Project Managers and Technical Team by supervising/monitoring and coordinating with relevant stakeholders ensuring project activities on time within budget.
• Monitor project budgets by tracking expenditures and managing financial resources that projects stays within budget and optimize resource allocation.
• Coordinate cross-functional team activities by managing tasks and communications between team members ensuring timely completion of project milestones
• Identify potential risks and issues by evaluating their impact on the project and implement mitigation strategies to minimize disruptions

Monitoring and Evaluation:

• Ensure plans are made with key milestones and measurable outcomes and track progress to adjust to meet overall objectives.
• Closely monitor the Education and Child Protection related project activities and provide necessary support and guidelines to team/s for smooth implementation of activities maintaining quality.
• Monitor progress reports of Education and Child Protection projects regularly and ensure progress reports and updates disseminated to donors timely.

Safety & Safe-guarding:

• Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme's goals on safeguarding implementation.
• Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
• Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so

Educational Requirements:

• Bachelor's/ Masters in Management/ Development Studies/ Public Administration or any other relevant field from any UGC recognized university/ institution.

Experience Requirement:

• Minimum 7 years' experience in relevant field. Experience in the Education and Child Protection sector would be added value.

Additional Requirements:

• In-depth knowledge of humanitarian programming in refugee/displacement settings, especially Rohingya response and host community dynamics.
• Excellent programme and project management skills, including work planning, budget management, risk mitigation, and adaptive management.
• Problem-solving, and decision-making in complex and evolving humanitarian contexts.
• Excellent proficiency in English (spoken and written); working knowledge of Bangla and/or Rohingya dialects is an asset.
• Proficiency in MS Office, project management tools, and digital collaboration platforms.
• Ability to translate evidence into advocacy and influence policy and practice at national and humanitarian coordination levels.
• Proven cultural sensitivity and adaptability, with commitment to localisation and community-driven approaches.
• Ability to operate in a complex organization, across functions and work on own initiative and collaboratively as part of diverse teams.
• Commitment to BRAC's values, safeguarding, accountability, and gender-transformative programming.

Salary:
Negotiable.
