Background
UNICEF is managing a significant construction portfolio in Rohingya camps in Cox's Bazar. Currently more than 80 facilities in the camps are under reconstruction/renovation, and the new construction of temporary and semi-permanent structure have been commissioned. In addition, the urgent renovation works in UNICEF office facilities have been started. All these projects are implemented by UNICEF and executed by construction companies. To ensure compliance, timely implementation and quality assurance, and in the absence of UNICEF CXB-based construction engineer, a full-time Construction Engineer consultant is to be engaged for the period of six month implement the project portfolio. The construction engineer will require to manage the overall activities, provide technical support for all associated works, maintain smooth coordination between all the party's and ensure construction works are being conducted as per the set timeline and standards.
Required
Under the general direction and guidance of the Chief of Field Office and technical supervision of Construction Specialist P3 in Dhaka the Construction Engineer in CXB will be required to:
- The Construction Engineer will provide support for the construction activities for all UNICEF Cox's Bazar construction/renovation sites in the camps, host community and in the office compound.
- Monitor and inspect the execution of the ongoing construction and renovation works, verify progress milestones as per planned schedule, check materials quality and field test.
- Maintain smooth coordination with UNICEF responsible units and construction companies with regard to all ongoing construction sites in the camps as well as in the office facilities.
- Assist in certifying construction work specifications and recommendation for payment as per construction project milestone and BoQ.
- Assist with negotiating and obtaining relevant technical approvals from relevant local authorities and standard compliance agencies.

Purpose Of Activity/Assignment
The Construction Engineer will provide full range of specified engineering services in support for all ongoing construction activities in the camps:
- Integrated Nutrition Facilities (INF) in Camps 5 and 1W: 2 INFs of weather-resilient structure. Progress – advanced, but significant amount of works is to be completed. The set deadline is 31 October is overdue.
- Learning Centers (LC) – 17 LCs, bamboo structure. Progress – advanced. 10 LC to be handed-over in early November, 7 LC – by 15 November 2025 and remaining will be completed by 30 November 2025. List of pending works was compiled and needs to be executed before deadline.
- Multi-Purpose Centers (MPC) – 60 MPCs under renovation being executed by 2 institutional vendors: 15 completed, 10 due early November, 35 outstanding. The deadline was set for 30 November 2025. List of deficiencies was detected and to be rectified. Works need acceleration and monitoring.
- Weather resilient MPC construction – 4 MPCs in Camps 9,10,4, 20. Progress - initial stage: layout and dismantling; foreseen completion is overdue; identified unresolved issue with the land legal status for one site that might need change of the site. LTA vendor review is ongoing.
- Reconstruction of Learning Centers (LCs) – 15 LCs are under reconstruction Progress: BoQ finalized. Construction works expected to be initiated by 20 November 2025.
- Cox's Bazar office premises and warehouse roof reconstruction to rectify water leakage. Stage – initial. Progress – BoQ finalized, PO to be issued to selected vendor.

Minimum Requirements**
- Education: Bachelor of Science in Civil Engineering.
- Work Experience: 5-6 years of professional work experience in the field of building construction and & renovation works
- Skills : Ability to conduct field assessment, check technical compliance and specification of construction activities following BNBC and other international code
- Knowledge of structural drawing of reinforced concrete, steel, masonry, and timber as applied to construction of buildings and structures
- In hand knowledge in steel/prefab structure construction.
- Knowledge of finishing works, interior works
- Knowledge & experience of documentation in terms of Project handover
- Proven ability to identify potential problems and recommend appropriate solutions
Ability to coordinate with UNICEF staffs, address & respond to queries
Language Requirements: Fluent in Bangla and in English written and spoken
