The American Red Cross seeks an experienced and driven Country Representative for Bangladesh, who will be responsible for overseeing strategic partnerships, staff and operations and programs implemented by Bangladesh Red Crescent Society (BDRCS) including Cox's Bazar humanitarian operations supporting Rohingya refugees with support from American Red Cross and in close collaboration with International Federation of Red Cross and Red Crescent Societies (IFRC).
The position will be based in Dhaka, Bangladesh and responsible for developing and enhancing the strategic partnership between BDRCS and American Red Cross in close coordination and collaboration with IFRC Country Team. The position reports to Global Division Director (GDD) for Asia Pacific for American Red Cross based in Bangkok, Thailand with additional in-country reporting lines defined as relevant based on assigned responsibilities.
As a member of the International Services management team the Country Representative provides strategic vision, planning and direction in leading partnerships and programs designed to help BDRCS, our national society partner, sustainably achieve their goals to increase community preparedness, reduce the impact of climate events, and sustain services in Bangladesh in accordance with international standards and the local context.
The Country Representative develops strategies in alignment with American Red Cross International Strategy and manages resources within her/his country to ensure goal achievement and execution of country plans and is accountable for achieving all performance targets for the country. She/he develops and maintains strategic relations with donors and partners within the country. The Country Representative is the direct supervisor of American Red Cross staff within Bangladesh to support National Society program result delivery.
Country Representative will work closely with IFRC Head of Delegation and Country Office and may be required to take on additional operational responsibilities on behalf of IFRC as relevant to enhance efficiencies and effectiveness within the Red Cross and Red Crescent network in Bangladesh.
Major Duties/Responsibilities
Performance accountability:
Responsible for developing and delivering on overall targets/goals of the Country Delegation aligned with the strategic partnership plans, or their equivalent. Monitors, assesses and provides management support to program managers and national society counter parts as necessary to ensure the delegation can achieve Mission, Money, People and Team objectives. Accountable for ensuring appropriate project plans and budgets for grants and sub-grants, as well as oversight of country teams and partners to keep grants on time, scope and budget.
Policy and regulation compliance:
Working closely with appropriate HQ and division counterparts, ensures country team is knowledgeable of and compliant with American Red Cross corporate policies and regulations, donor requirements, as well as Movement component rules and regulations within the country to support and guide the national society counterparts as required.
Staff safety:
Accountable for staff safety and security. Oversee and ensures HQ and in-country IFRC security protocols are communicated, updated, known and followed at country level. HQ is responsible for maintaining the current policies and protocols related to the safety and security of American Red Cross team in country and in close alignment with IFRC security policies and procedures.
Staff management:
Responsible for making decisions regarding staffing throughout the country; this includes hiring, goal setting, performance management, engagement, retention with input from leadership. Develops and shares feedback on direct reports on a regular basis and provides coaching, guidance and direction to improve performance. Provides annual performance feedback to the supervisors of team members who are matrixed to support the country.
Consulted in making country staffing decisions for operations support functions (Finance and Business Operations or Design, Monitoring and Evaluation, Research and Learning) to include hiring, goal setting, performance management, and/or removal.
Program alignment:
Builds a strong collaborative environment across the American Red Cross and our Movement partners to effectively deliver the Red Cross mission. Ensures that national society needs and requirements are communicated to business units and that the American Red Cross programs, capacities and requirements are communicated to the national society.
Acts as the principal intermediary between HQ, Division and the Host National Society, within the country. When misalignment cannot be resolved at the country level, elevates issues to the Global Division Director for follow-on engagement and coordination with Host National Society leadership.
Ensures country-level strategies align with key BDRCS priorities, are coordinated with Movement partners, build on National Society and American Red Cross/IFRC access to resources, and align with American Red Cross international strategy and doctrine. Ensures support in the country also meets the objective of increasing the impact and efficiency of American Red Cross and Movement investments. Oversees country team to support national society capacity enhancement for service delivery in accordance with their strategic priorities and our agreed upon strategic partnership plans. Supports BDRCS to deliver consistent, responsive, and timely services in a sustainable manner.
Collaboration:
Builds a strong environment of collaboration among all personnel within her/his country as well as across International Services and Humanitarian Services as a whole. Works with country team members to ensure that all staff members are appropriately engaging in collaborative relationships and activities with division and HQ counterparts. Shares feedback on collaboration effort, challenges and successes on a regular basis with Global Division Director, Division Staff, HQ counterparts and the International Services leadership team. Ensures close collaboration and engagement with IFRC and partners in country to ensure unified ways of working.
Fundraising:
In conjunction with HQ Fundraising team and respective division team, responsible for achievement of fundraising goals for the country to support National Society mission. Work closely with Global Division Director to engage HQ fundraising team to ensure key donor relationships (US government, philanthropies and private donors) are managed and that proposals are developed to successfully meet goals. Actively participate in developing fundraising strategies and fundraising efforts to grow financial resources within the country and division.
External representation and coordination:
Responsible for building and cultivating strong external relationships with key organizations. Represents American Red Cross as part of the IFRC network and builds productive relationships with movement partners, national authorities, and other organizations including UN, private sector and I/NGOs represented in the country.
Response:
Consulted on response decisions affecting the country and oversees country management of Quick Action Fund (QAF) to support disaster responses, maintains relationships with national society and IFRC and ICRC in geography and may be called upon to serve roles in coordination with HQ response operations. Creates opportunities for continuous engagement and feedback with the Division Response Lead on country specific response related information. Acts as the principal initial point of communication to the impacted National Society for all response efforts within the country and redirects to the Division Response Lead at the earliest opportunity.
Qualifications
The Country Representative will have an accomplished track record of leadership and possess experience in dynamic/changing environments including working in refugee settlement settings.
Specific Qualifications Include
- Bachelor's degree or equivalent experience; Master's degree in the field of public or business administration or international development is a plus.
- Minimum of 10-years field experience and proven track record managing a significant budget in a large nonprofit environment, with strong exhibited performance in fiscal management, portfolio management, fundraising, growing services and building collaborative relationships.
- Minimum of 5-years of managerial experience required, including a successful record of managing and mentoring a large diverse team in multiple locations, geographically dispersed, with direct supervisory responsibility for senior managers.
- Overseas experience is required, including experience working in country or regional geography.
- Field experience in managing or supporting refugee operations is preferred.
- Full understanding of fundraising strategies and tactics with ability to analyze financial development plans.
- Full understanding of service delivery systems and requirements, with ability to analyze service delivery plans for growth and alignment with American Red Cross/IFRC goals.
- Demonstrated experience in building vision, collaboration, consensus and performance among diverse constituencies and ability to excel and lead in a team environment.
- Personal integrity is essential, with ability to adapt to changing situations and passionate about working with the Red Cross/Red Crescent Movement and humanitarian principles.
- Proven track record in successful planning, program design, proposal development, and grant management required. Flexibility, adaptability, initiative, orientation to results.
- Experience working with government donors required, with experience with US Department of State and Philanthropies preferred.
- Ability to take on additional roles as part of the IFRC network based on specific areas of operational expertise and field experience as required.
- Ability to travel extensively in-country for field work and internationally as required.
