We offer
an attractive compensation package (please refer to the Terms and Conditions section of this vacancy announcement). To strengthen SCOPE as the Country Office's single source of truth for beneficiary data, WFP requires an IT consultant in Cox’s Bazar for 3 months with proven experience in large-scale beneficiary data management, system integrations, and technical capacity strengthening. The consultant will support data ingestion and cleansing processes via development of scripts and other tools, beneficiary data management including triggers for purging, SCOPE equipment rationalization, integration standardization, and documentation including SOPs and training material for WFP and partners. Working closely with the Programme Officer (IDM) and under the direct supervision of the Head of Digital Solutions and Innovation, the consultant will conduct a comprehensive review of the SCOPE solution and ecosystem, and recommend and implement improvements to ensure data integrity, operational efficiency, and sustainable knowledge transfer.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority): Working closely with the Programme Officer (IDM) and under the direct supervision of the Head of Digital Solutions and Innovation, the consultant will lead a technical review of the SCOPE platform to ensure that (a) SCOPE is trusted as the single source of truth for beneficiary data, and (b) hasten SCOPE’s technical readiness to use as Building Blocks’ backup solution. This will allow CO and GHQ to schedule a BB upgrade. The consultant is expected to perform the following specific duties: 1. DATA: Review the SCOPE beneficiary database and the 2026 RBN CBT Oversight report to identify the best way to track records that should be purged and maintain only operational data at any given point. Update the SOP. 2. DATA: Design and implement a plan to improve the quality and speed of ingestion of UNHCR data, incorporating business rules as defined by Programme, RAM, TEC and GPI. Update the SOP. 3. DATA: Plan to provide stakeholders with enough near-real-time information for decision making such as for registration, reconciliation, etc., and implement an artefact with the SCOPE team to transfer knowledge 4. INTEGRATIONS: Review integrations of SCOPE with non-WFP parties and standardize where necessary, providing a checklist of support documents that the non-WFP party must provide, and an SOP for CO staff. 5. INTEGRATIONS: Review integrations of SCOPE with WFP applications such as ACAMIS and recommend support documentation and an SOP for CO staff. 6. EQUIPMENT: Review SCOPE equipment including mPOS, Bluetooth printers, SCOPE Cards and propose a path to rationalizing (e.g. standardize on the same for BB and SCOPE, MODA and SCOPE, etc.), localizing procurement of devices, and reviewing the need for SCOPE cards. 7. CAPACITY: Implement a knowledge base with training materials/ guidelines for the WFP and non-WFP staff according to the need, frequently asked questions and approaches to troubleshooting in SCOPE. 8. Other duties as identified by the consultant from the review of capacity assessment of country office as agreed by the supervisor. QUALIFICATIONS AND

Education:
Advanced university degree (Master’s or equivalent) in Computer Science or other relevant field.

Experience:
At least 5 years of overall experience, including 3 years of Professional Experience (managerial or supervisory) in areas related to Telecommunications, Information Technology, or any related field. Within these 3 years of professional experience, a minimum of 1 year of experience must be after postgraduation. Language: Fluency in spoken and written both in English and Bangla language.
