JSI is committed to improving global health through innovative approaches in a range of public health areas, including infectious diseases, nutrition, maternal, newborn and child health, technical and organizational capacity building, supply chain strengthening, strategic information management, health systems management, and policy development. JSI is recruiting a Chief of Party (COP) as part of the MOMENTUM Integrated Health Resilience (MIHR) project in Bangladesh.

and regions. MIHR's objective is to save lives, through increased access to high quality MNCH-Nutrition

life-saving interventions, strengthening partnership with local organizations and through improved

adaptive management to prevent, detect and respond to health emergencies. MIHR focuses on equipping health institutions and frontline workers with the skills, tools, and resources to sustainably address the leading causes of maternal and child deaths. This approach directly contributes to the America First Global Health Strategy making America safer, stronger and prosperous across the globe, in the short, intermediate and longer terms.

In Bangladesh, MIHR will support the Government of Bangladesh (GOB) to deliver and strengthen life-

saving MNCH and nutrition services in Cox's Bazar host communities and in the Chittagong Hill Tracts

(CHT), two regions with some of the country's most vulnerable populations. In this part of the country,

health systems are overstretched by and geographic isolation and difficult terrain, shortages of skilled

health providers, cultural and linguistic barriers, and the protracted humanitarian crisis in Cox's Bazar.

Job Summary
The Chief of Party (COP) is a full-time position with the MOMENTUM Integrated Health Resilience Activity in Bangladesh. The COP will report to the MIHR Deputy Director and supervise the Activity's Senior Management Team. The COP will supervise all activities under the cooperative agreement and have overall responsibility for the successful performance of the technical assistance team. The COP will provide strategic leadership and bear primary administrative responsibility on all administrative requirements of the Activity, ensuring that the performance objectives specified in the cooperative agreement are met.

This position may be based in Dhaka or other location to be determined.

Responsibilities

  • Provide overall direction of all technical and administrative operations under the cooperative agreement.
  • Develop strategies that would focus on strengthening urban health systems.
  • Design management systems with standard operating procedures that can be used to implement all activities to be undertaken with funds provided in the cooperative agreement.
  • Provide leadership in developing, implementing, and assessing interventions at facility, upazila, and district level.
  • Design and oversee an annual project cycle which formulates comprehensive annual contract work plans and budgets in accordance with the State Department annual planning cycle and assures timely disbursement of funds.
  • Manage and supervise the Project Staff in the identification of all project technical assistance needs required to achieve the expected outputs of the contract, development of suitable scopes of work, recruitment of consultants, and execution of technical assistance contracts.
  • Supervise the work and assess the performance of all long term and short-term advisors, consultants and staff.
  • Provide oversight to the financial and operations team that will be responsible for disbursing all local costs under this Activity, monitoring and tracking expenditures, and preparing financial reports of project expenditures for submission to the State Department.
  • Coordinate and identify with the Project Staff training needs and opportunities to support the project.
  • Prepare quarterly and annual project activity reports as specified in the contract.
  • Supervise all institutional subcontracts and subawards executed under the prime contract.
  • Monitor the progress and pace of project implementation via quarterly and annual reports.
  • As the official representative of JSI and MIHR, ensure the success of and be liable for any failure, on behalf of JSI and MIHR.
  • Function as the primary liaison between the donor, relevant government agencies, and other collaborating agencies on all pragmatic, administrative and financial matters related to the project.

Qualifications

  • At least master's level education/training or its equivalent in Public Health, Business Administration, International Development, or a related field.
  • At least 10 years of prior experience working on the implementation of public health programs in low resource settings.
  • At least 5 years of experience in senior-level leadership positions on projects of similar scope and complexity.
  • Successful prior experience in technical assistance projects in a developing country or humanitarian setting, preferably with experience working in Bangladesh.
  • Prior experience working as a COP in the management of professional and financial resources in a similar scale.
  • Significant previous experience in the implementation of similar programs in the field is an advantage.
  • Familiarity with private sector environment and procedures in the implementation of donor assisted projects.
  • Thoroughly conversant with health resilience, maternal, newborn, and child health, and community health.
  • Availability and willingness to routinely travel to Cox's Bazar and the Chittagong Hill Tracts regions.
  • Professional working fluency in English. Professional working fluency in Bangla preferred.
