The Programme Associate (Cash Based Transfer) ensures the accurate, transparent, and efficient implementation of cash-based interventions by managing complex reconciliation processes, financial coordination, and operational oversight throughout the Programme cycle. Acting as a bridge between Programme, Finance, FSPs, and internal cross-functional units, this role safeguards financial integrity, identifies and escalates anomalies, supports business continuity, and enhances operational quality through continuous follow-up, coordination, and reporting.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

1. For each payment cycle, prepare the 2nd level reconciliation reports and compare total figures and if there's a discrepancy with the figures from the 1st level reconciliation, request Programme to review and re-submit the 1st level reconciliation report with the correct figures. 
2. Through the 2nd level reconciliation analysis identify anomalies between the approved Payment List and the actual transfers, assess risks and recommend mitigation measures. If there are anomalies identified on the 2nd level reconciliation report that seems to be a potential fraud case or abuse, this will be immediately escalated to the HoU for follow-up according to the CBT (Cash Based Transfer), Losses and Recoveries Procedure. If the anomalies identified on the 2nd level reconciliation report that are an error, follow-up with Programme for clarification and NFR (Note for Record) submission. 
3. Whenever is applicable, prepare the CBT Loss Reports that will be presented to the CWG (Cash Working Group) for any loss related to an error. 
4. On a monthly basis, coordinate the voucher reconciliation team meetings with the focal points nominated from each Unit. 
5. CBT Unit focal point for the Monthly Resource Management Meeting and CFM monthly report analysis. 
6. Coordinate with Resource Management the funds allocation and with all the Activities' focal points on their monthly requirements that will be included in the CBT Monthly Distribution Plan. Raise the pre-commitments in WINGS, follow up with Finance for the FO release of the PRs and with Procurement for the POs creation and submit the Monthly Cash Forecast to Finance.
7. Upon the completion of each cash in-hand cycle, participate in the cross functional meeting including CPs (Cooperating Partners) and FSPs (Financial Service Providers) to collect the challenges, areas of improvement and discuss the mitigation measures to be put in place before a new cycle is processed. This includes providing guidance and clarification to the colleagues from other functional areas during the day-to-day CBT Operations.
8. For cash in-hand distributions, follow up with the FSPs and Programme on the daily reconciliation to ensure figures are triangulated and the first level reconciliation goes smooth.
9. Support the creation, adjustment or release process of Outline Agreements of cash transfer agents, retailers and FSPs.
10. Verify the data quality shared for KYC verification and ensure that before processing it meets the standards. 
11. Organize the regular CWG meetings, notes and if applicable NFRs. 
12. Support the FSPs performance evaluation process and any action regarding the FSP selecting and contracting process.
13. Whenever is required, participate the Risk Assessment for NGOs acting as cash transfer agents and in cross-functional assessments to obtain cash feasibility analysis.
14. Provide support in any action related to the MoU with Finance Division to enable WFP using the G2P and single registry. 
15. Support all the actions required to enable business continuity for cash in-hand interventions during holidays and for mobile transfers during internet outrage.

16. Perform any other task as assigned.

QUALIFICATIONS AND EXPERIENCE:

Education: Completion of University Degree (Bachelor's or equivalent) is required. Education in any relevant field is preferable.
Experience: At least 6 years of experience in Cash Based Transfer Unit, Programme Operations or any relevant field.
Language: Fluency in spoken and written both in English and Bangla language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Cash‑Based Transfer (CBT) Programming: Demonstrated experience in CBT operations—from planning and budgeting to reconciliation and reporting. Familiarity with development and emergency contexts, including voucher systems, mobile money, digital payments, and cash in-hand distribution.

  • Financial Reconciliation & Risk Management: Advanced knowledge of multi-level reconciliation procedures, anomaly detection, and loss/error tracking. Proven skills in risk assessment and escalation protocols, including fraud detection and CBT Loss & Recovery processes.

  • Financial Planning & Systems Proficiency: Hands-on experience with WFP's financial tools such as WINGS, plus strong Excel/data analysis skills. Ability to prepare cash forecasts, resource-management briefs, and Monthly Distribution Plans.

  • Contracting & FSP Coordination: Experience managing framework agreements, onboarding, and performance evaluation of cash transfer agents, and FSPs.

  • Data Quality & KYC Compliance: Ability to assess and verify beneficiary and KYC data quality against WFP and regulatory standards.

  • Business Continuity & Operations Support: Proven ability to organize continuity plans, simulations, and mitigation strategies during disruptions such as holidays or internet outages.

  • Attention to Detail & Integrity: Accurate in data handling and financial scrutiny, with strict adherence to escalation protocols when anomalies arise.

  • Analytical & Problem: Solving Orientation: Quick to identify gaps, propose mitigation strategies, and support continuous improvement of CBT operations.

  • Multi-tasking & Time Management: Track record of managing overlapping operational duties, deadlines, and distribution cycles effectively.

  • Communication & Report Writing: Strong written and verbal English, with ability to produce clear reports and present data and recommendations.
