Background

Bangladesh is undergoing a historic political transition following the August 2024 uprising and the formation of an Interim Government (IG) committed to advancing critical reforms in governance, accountability, and the rule of law. At the heart of this transition are inclusive and credible elections that will restore democratic governance and public trust. In response to a formal request from the Bangladesh Election Commission (BEC) and a UN Needs Assessment Mission, UNDP Bangladesh developed the BALLOT project to support this democratic renewal. 

The BALLOT is a three-year initiative designed to strengthen the institutional, technical, and operational capacities of the BEC; create an enabling electoral environment; and promote long-term governance resilience and reform. The project aligns with national priorities, the UN Sustainable Development Cooperation Framework (UNSDCF), and UNDP's Country Programme Document (CPD) Outcome 3.

The project is structured in two phases. Phase I (Jan 2025 – Jun 2026) focuses on immediate election support through voter registration updates, civic education, strategic communication, and capacity-building for BEC staff and stakeholders. It also includes piloting out-of-country voting (OCV) and combating election-related misinformation and gender-based violence. Phase II (Jul 2026 – Dec 2027) aims to institutionalize reforms and strengthen governance mechanisms by expanding regional voter education centers, formalizing stakeholder dialogues, and upgrading electoral infrastructure like Upazila offices. 

The BALLOT places strong emphasis on inclusion, gender equality, youth engagement, and digital innovation. Key tools like the iParticipate and eMonitor+ platforms will support voter education and disinformation management. The project also promotes South-South cooperation, sustainable policy reform, and long-term civic engagement through the Electoral Training Institute (ETI) and the Women's Leadership Academy. 

By fostering inclusive, transparent, and peaceful electoral processes, the BALLOT will contribute to building a more accountable, participatory, and resilient democratic system in Bangladesh. 

Duties and Responsibilities

Under the overall guidance of the Chief Technical Advisor and in coordination with the Electoral Training Institute (ETI), the Project Analyst (Training) will provide comprehensive assistance to entrench inclusiveness principles at all levels including civic/voter education, candidate nomination and campaigns during, pre- and post-elections periods, in close collaboration with relevant stakeholders. 

She/He will perform the following duties and responsibilities in collaboration with the UNDP and BEC:

  • Assist in developing and applying tools to assess training needs of BEC staff, election officials and other relevant stakeholders at national and sub-national levels.
  • Support the preparation of training curricula, manuals, information, education, and communication (IEC) materials, and other tools to support learning and outreach.
  • Assist in organizing and delivering training programs for BEC officials, media representatives, women and youth leaders, ensuring inclusive and gender-responsive approaches.
  • Maintain regular contact with trainers, facilitators, and experts; prepare terms of reference (ToRs) for resource persons; and provide logistical and technical support for their engagement.
  • Assist in planning and coordinating training sessions at different geographical locations, including preparation of schedules, participant lists, and related logistical arrangements.
  • Maintain accurate records of training activities, including participant databases, training files, and reports, and prepare periodic updates for BEC, UNDP, implementation partners and development partners.
  • Manage day-to-day administrative and logistical arrangements for training-related activities within the project.
  • Carry out any other related responsibilities assigned by the CTA, in line with the evolving needs of the project.

Impact of Results

The Project Analyst (Training) is expected to have a positive impact on the electoral processes of Bangladesh. In particular, strengthen the capacity of the Bangladesh Election Commission and stakeholders by supporting effective training design, coordination, and delivery. This will enhance skills, promote inclusiveness, and contribute to more transparent and credible electoral processes.

  1. Institutional Arrangement  

The Project Analyst (Training) will work under the overall guidance of the Chief Technical Advisor (CTA) of the BALLOT project and in close coordination with the Electoral Training Institute (ETI). The Chief Technical Advisor will be the contract administrator for the assignment and will supervise the activities, evaluate the performance, and approve the deliverables of the Project Analyst (Training).

Required Skills and Experience

 Min. Education requirements :

  • Advanced University Degree (master's degree or equivalent) in Political or Social Sciences, Development Studies, or any other related discipline is required. or
  •  A first-level university degree (bachelor's degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. 

Min. years of relevant work experience:

Minimum 2 years of progressively relevant professional experience in the area of training and capacity building. 

Required skills:

  • At least 2 years of practical working experience in training, capacity development, or institutional strengthening in the governance sector of Bangladesh.
  • Promotes values and ethical standards (tolerance, integrity, respect, results orientation, impartiality); 
  • Prior experience working on electoral projects is considered an asset.

Desired skills in addition to the competencies covered in the Competencies section :


•    Proven experience in supporting training needs assessments, curriculum development, and training planning.

•    Experience working with a diverse range of partners, including government agencies, NGOs, and development partners.

•    Skills in drafting training-related reports and periodic progress updates for stakeholders.

•    Experience in organizing events (training, conference, workshop etc).

Required Language(s):

  •    Fluency in English and Bangla is required.
  •  Excellent communication and interpersonal abilities.
