UNICEF, in partnership with the Government of Bangladesh, is strengthening national and humanitarian case management and information management systems through the deployment of Primero, UNICEF's global open-source platform for protection-related information management. Primero supports integrated modules for child protection (CPIMS), gender-based violence (GBVIMS), and child rights monitoring (MRMIMS), enabling safe, ethical, and interoperable management of data across different protection sectors.
At national level, the Ministry of Women and Children Affairs (MoWCA) leads prevention and response interventions through Child Protection Community Hubs (CPCHs) established across the country, while the Department of Social Services (DSS) under the Ministry of Social Welfare (MoSW) implements the Online Case Management System (OCMS) for social workers, providing direct support to children and families. The Ministry of Youth and Sports (MoYS) supports youth engagement and prevention work to address violence, exploitation, and GBV risks.
To Ensure Coherence And Sustainability, UNICEF Is Supporting The Integration Of All These Systems Under a Single, Interoperable Primero Platform. This Unified Approach Will Enable
- Migration of OCMS data and functionality into Primero;
- Expansion of Primero's use by MoSW, MoWCA, and MoYS for case management, referrals, and prevention reporting;
- Interoperability between humanitarian and national systems, ensuring continuity from the Cox's Bazar and Bhasan Char refugee response to national protection systems; and
- Piloting of the MRMIMS module to support the Child Rights Monitoring Mechanism (CRMM).

Purpose Of Activity/Assignment
The Consultant will provide technical leadership and operational support for the national rollout and systems integration of Primero across MoSW, MoWCA, and MoYS, including interoperability with OCMS and humanitarian implementations in Cox's Bazar and Bhasan Char.
The consultant will support configuration, capacity building, and operationalisation of Primero for both case management (CPIMS, GBVIMS) and monitoring (MRMIMS), ensuring a sustainable, secure, and government-owned system that functions seamlessly across development and emergency contexts.
Depending on scope and workload, UNICEF may also engage a National Consultant to support in-country system configuration and training.
Key Objectives
- Configure and operationalise Primero as the unified platform for case management and protection data across MoSW, MoWCA, and MoYS.
- Integrate OCMS with Primero, ensuring secure migration of existing data and interoperability.
- Configure Primero's GBV and CP functionalities for use by MoSW and MoWCA, ensuring alignment with national SOPs and referral pathways.
- Pilot the MRMIMS component to support CRMM.
- Strengthen data protection, privacy, and information-sharing protocols.
- Build capacity of national and subnational government staff and implementing partners.
- Provide technical oversight for Cox's Bazar and Bhasan Char humanitarian case management systems under Primero.
Scope of Work
System Integration and Configuration
- Review existing OCMS architecture and design integration with Primero.
- Configure Primero to include national workflows, forms, and referral pathways.
- Migrate OCMS data to Primero in a secure and scalable manner.
- Ensure Primero configuration supports CP, GBV, and CRMM functionalities.
- Implement role-based access and information-sharing protocols in line with UNICEF's Data Protection Guidelines.
Capacity Building and Technical Support
- Develop user manuals, training modules, and data-quality tools.
- Conduct ToT sessions for MoSW, MoWCA, MoYS, and NGO partners.
- Provide ongoing technical support and user troubleshooting.
Coordination and Quality Assurance
- Represent UNICEF in the national Primero Steering Group and technical working groups.
- Coordinate with government, UNHCR, and global Primero teams.
- Produce data analysis, dashboards, and evidence-based insights for programming and advocacy.
At the start of each month a plan will be developed and signed off.

Minimum Requirements**
- Education:Advanced university degree in Child Protection, Child Rights, Social Work, Information Technology, Social Sciences, International Humanitarian Law, Development Studies, Community Development, Public Health, Education, or other fields related to work at UNICEF.
- Work Experience:At least 8 years of professional work experience in case management, together with expertise in Primero information management systems in humanitarian contexts, ideally with refugee populations
- Language Requirements: Fluency in spoken and written English is essential. A working knowledge of Bangla, Chittagonian and/or Rohingya is an asset.
