Startup Bangladesh Limited (SBL) is a fully government-owned venture capital company under the ICT Division, the Govt. of Bangladesh. The company invests in promising local startups, providing capital, mentorship, and strategic support to foster innovation, employment, accelerate digital transformation, and build a vibrant venture capital ecosystem in Bangladesh. SBL also nurtures young entrepreneurs to become changemakers and leaders of the future of technology and innovation.

SBL is now in an advanced phase of institutional evolution. Alongside its direct venture capital investment activities, SBL is operationalizing a proprietary Fund of Funds (FoF) platform, through which it deploys capital as a Limited Partner into qualified domestic and international venture capital funds investing in the Bangladesh startup ecosystem. Over time, this platform is expected to evolve into a broader institutional investment vehicle with participation from additional domestic and international partners.

Role Description

The Chief Investment Officer (CIO) is responsible for the overall leadership, strategy formulation, execution, governance, and performance management of Startup Bangladesh Limited's investment operations. The role oversees direct venture capital investments, Fund of Funds (FoF) initiatives, and portfolio monitoring and valuation functions to ensure disciplined capital deployment, regulatory compliance, value creation, and sustainable exits aligned with national economic priorities and global venture capital best practices. This is the top-most senior position for all investment and fund management-related functions, who will report directly to the Managing Director & CEO of Startup Bangladesh Limited (SBL). The CIO will work directly with the Venture Capital, Fund of Funds, and Monitoring teams.

Specific Responsibilities

• Venture Capital Management: Lead the full investment lifecycle for direct investments, including sourcing, due diligence, valuation, and deal structuring.
• Fund of Funds (FoF) Strategy: Design and operationalize the FoF strategy to attract private capital and oversee the selection and monitoring of partner VC and PE funds.
• Portfolio Oversight: Oversee monitoring systems for financial performance, governance, and risk indicators; approve valuation movements and impairments.
• Exit Strategy: Develop and execute structured exit strategies through M&A, secondary sales, buybacks, or IPOs to ensure capital recycling.
• Fundraising: Lead initiatives to mobilize capital from government bodies, DFIs, institutional investors, and family offices.
• Regulatory Compliance: Ensure all investment activities comply with BSEC, Bangladesh Bank, NBR, and other relevant authorities.
• Ecosystem Leadership: Serve as a spokesperson in national and international forums to promote Bangladesh's startup ecosystem.
• Team Leadership: Provide strategic direction to the Venture Capital, FoF, and Monitoring units, fostering a culture of professional excellence.

Qualifications

• Experience: At least 12 years of relevant work experience, of which 5 years in senior management positions in either development financial institutions (DFIs), venture capital, fund management, private equity, investment banking, or related fields. Candidates who worked in DFIs, VC/PE will be given preference. Experience requirements can be relaxed for extraordinary candidates.
• Track Record: Proven success in managing multi-sector portfolios, executing exits, and fundraising. Proven affiliation/connection with global Investors (Limited Partners), Venture Capital, Private Equity Firms, and the ability to create regulatory structure for start-up onboarding & exit strategy for such external investment will be given priority.
• Technical Skills: Strong financial modeling, valuation, and portfolio risk management skills are essential. Experience in working with legal agreements with startups, co-investments, and fund-of-funds (where relevant), especially global best practices.
• Regulatory Knowledge: Deep understanding of BSEC Alternative Investment Rules, corporate governance, and cross-border investment structures.
• Leadership: Demonstrated experience in managing investment teams and maintaining stakeholder relationships at the highest level.
• Communication: Exceptional strategic, analytical, and public communication skills in both Bangla and English.

Educational Requirements
: At least a Master's degree in Finance, Accounting, Economics, or relevant fields from a business school. Preference will be given to candidates holding globally recognized professional certifications, such as CFA/CPA/CAIA.
