- The UK Foreign, Commonwealth and Development Office (FCDO) has selected CARE Bangladesh as led consortium to implement the project titled 'Nature Based Adaptation towards Prosperous and Adept Lives & Livelihoods in Bangladesh (NABAPALLAB) in two Ecologically Critical Areas (ECAs) – the Sundarbans and Hakaluki Haor. The other consortium members are CNRS, Cordaid, C3ER-BRAC University, Dushtha Shasthya Kendra (DSK), Friendship, Humanity & Inclusion (HI), iDE, and Practical Action. It is a key component of the Bangladesh-UK Accord on Climate Change and will deliver the adaptation outcome of the FCDO's flagship Bangladesh Climate and Environment Programme (BCEP). The programme will make a significant contribution in Bangladesh to progress against GoB's policies and priorities e.g., National Adaptation Plan (NAP), Nationally Determined Contribution (NDC), commitments to biodiversity conservation, ongoing 8th Five Year Plan, etc. And it will also contribute to UK's commitment to International Climate Finance (ICF).
- Due to environmental sensitivity and high anthropogenic pressures such as overharvesting, overfishing, pollution and illegal logging, the Sundarbans mangrove and the Hakaluki Hoar wetland are at a vulnerable stage with climate change exacerbating the current situation. FCDO's NABAPALLAB aims to engage biodiversity and natural resource-dependent communities to strengthen the climate resilience of the ECAs, conserve biodiversity, and at the same time, diversify and improve people's livelihood through innovative nature-based (NBS) and locally led adaptation solutions. It will increase climate resilience of more than 250,000 vulnerable households and ecosystem-based protection and restoration of 5,000km2 area in, especially in the districts of Bagerhat, Satkhira and Khulna in the Sundarbans ECA, and Maulvibazar and Sylhet in Hakaluki Haor ECA. To achieve FCDO's NABAPALLAB goal, CARE and its partners will work with different ministries specially , Ministry of Environment, Forest and Climate Change (MoEFCC), Department of Forest, Department of Environment (DoE), Ministry of Land, Local Government Engineering Department (LGED), Bangladesh Water Development Board, Department of Public Health Engineering (DPHE) etc. of the Government of Bangladesh (GoB) at the national, regional and local levels, to implement the most appropriate NbS and Locally-led Adaptations (LLA) solutions for the Sundarbans and Hakaluki haor ecosystems.
- The principal purpose of the Community Supervisor position is to identify appropriate sites, Data collection, mobilize the target communities & beneficiaries, implement and monitor the project activities at community level. He/she will work under the supervision of the Senior Officer– Community Infrastructure and Renewable Energy Solutions in coordination with Community mobilization facilitators and Upazila project officers
II. Responsibilities and Tasks:
- Facilitate community consultations, meetings, and awareness sessions to support infrastructure and renewable energy interventions.
- Assist the technical team in identifying and targeting eligible sites and beneficiaries for the RE solutions in the NABAPALLAB project, such as – Solar irrigation, Bio-digester/ Vermicompost, Solar aerator etc.
- Monitor the progress of the Entrepreneurs under RE component and provide day to day support to develop their business.
- Assist the technical team in identifying and targeting eligible sites and beneficiaries for interventions such as house repairing, cyclone shelter maintenance, and other infrastructure activities.
- Mobilize community members for collective actions for shelter, infrastructure and RE related interventions
- Collect, and maintain accurate beneficiary data, ensuring inclusiveness, transparency, and accountability through CARE Track
- Act as a liaison between the project technical team and the community, fostering effective communication, trust-building, and conflict resolution where necessary.
- Ensure that all schemes are triangulated with the Locally Led Adaptation Plan (LLAP) and remain aligned with community priorities.
- Track the progress of community-level activities and provide timely feedback to the technical team for follow-up and adjustments.
- Promote community ownership of project interventions by encouraging local participation, contributions, and sustainability measures.
General Responsibilities on Safety and Security, and Safeguarding of children and vulnerable adults
- As part of this role, the job holder must adhere to and support CARE Bangladesh's Safety and Security policy and systems as part of their day-to-day duties and comply with safety & security protocols and directives, including reporting. Staff must maintain situational and self–awareness and be aware of the safety – security-related consequences of their actions upon themselves, their team, and the organization. V. Reporting:
- This position will be based on the selected union of Sarankhola, Morrelganj, Mongla, and Rampal upazila under Bagerhat district and supervised by the Senior Officer– Community Infrastructure and Renewable Energy Solutions
VI. Working Condition:
- As this position is based in the union level of project operation area, 100% of the time will be spent on field/community level
Educational Requirements
- Diploma in Engineering in Civil Engineering
- Diploma in Engineering in Mechanical Engineering
- Diploma in Engineering in Electrical & Electronic Engineering
- A completed Diploma in Civil Engineering, Mechanical Engineering, Electrical Engineering from a government-recognized institution in Bangladesh.
Experience Requirements
- At least 1 year(s)
- The applicants should have experience in the following business area(s): NGO
Additional Requirements
- Minimum of 1 year of experience working in development organizations or development partners in a frontline role (e.g., Volunteer, Community Mobilizer, or similar).
- Prior experience in disaster management and construction, and residency in Khulna, Bagerhat, or Satkhira will be considered an advantage.
- Strong understanding of gender equity and social inclusion principles.
- Proficiency in written communication in Bangla, with the ability to prepare simple reports and records.
- Effective communication and interpersonal skills, particularly in engaging with beneficiaries, community members, and local-level entrepreneurs.
Must Have:
- Orientation of using KOBO or other data collection platform
- An android phone with operating sytem Android 12 or above
Good to have:
- The residents of Sarankhola, Morrelganj, Mongla, and Rampal in Bagerhat will be priorotised.
- Exposure to computer-aided design (CAD) softwares like AutoCAD, AutoCADweb, Onshape, FreeCAD, OpenSCAD will be appreciated.
