Position Overview
The Monitoring, Learning & Reporting (MLR) Officer will ensure high-quality data management, evidence generation, and learning across the Gender Responsive Disaster Risk Reduction (GRDRR) project. This role is responsible for developing monitoring tools, tracking progress, capturing lessons, documenting results, and ensuring that gender-transformative outcomes are measured effectively. The MLR Officer will support continuous improvement of project interventions by fostering a culture of learning, accountability, and data-driven decision-making.
Key Responsibilities
- A. Monitoring & Data Management
- Develop and maintain project monitoring frameworks, indicator tracking tables, and data collection tools aligned with donor requirements.
- Conduct field monitoring visits to collect quantitative and qualitative data, ensuring accuracy, reliability, and high-quality documentation.
- Support community-level monitoring systems, including gender-responsive progress indicators and feedback mechanisms.
- Manage databases, ensuring all project data is properly compiled, cleaned, and stored.
- B. Learning & Knowledge Management
- Facilitate learning workshops, reflection sessions, and after-action reviews to promote knowledge sharing among staff and partners.
- Identify key insights, lessons learned, and promising practices related to gender-responsive DRR.
- Produce knowledge products such as learning briefs, case studies, human-interest stories, and technical summaries.
- Support the integration of learning into program planning and adaptation processes.
- C. Reporting & Documentation
- Prepare high-quality monthly, quarterly, and annual progress reports for management and donors.
- Support the development of success stories, infographics, dashboards, and other communication-friendly reports.
- Ensure all reporting reflects gender-transformative impact, community resilience outcomes, and policy contributions.
- Maintain strong documentation practices for meetings, assessments, training sessions, and field activities.
- D. Evaluation & Accountability
- Assist in baseline, midline, and endline surveys, as well as external evaluations and impact studies.
- Ensure timely implementation of accountability mechanisms, including complaint and feedback systems.
- Track indicators related to gender equality, resilience, participation, and community empowerment.
- Collaborate with PM and partners to ensure MEL recommendations are implemented.
- E. Technical Support & Capacity Building
- Train field staff, community volunteers, and partners on data collection, reporting standards, and gender-sensitive monitoring tools.
- Provide orientation on digital data systems, mobile-based data collection, and quality assurance techniques.
- Offer technical support in conducting assessments, surveys, and verification processes.
Educational Requirements
- Bachelor/Honors
- Masters
- Bachelor's or Master's degree in Statistics, Development Studies, Social Science, Disaster Management, Monitoring & Evaluation, or related fields.
Additional Requirements
- Minimum 2–3 years of experience in monitoring, evaluation, research, or learning roles within development or DRR projects.
- Strong skills in data collection, analysis, visualization, and reporting.
- Experience with gender-responsive indicators and qualitative assessment tools.
- Proficiency in MS Excel, data analysis software (SPSS, STATA, PowerBI, Kobo, etc.).
- Excellent writing and communication skills in Bangla and English.
- Ability to travel frequently to field sites and work with diverse communities.
Strong understanding of DRR, climate change, resilience-building, and gender equality frameworks.
