About the Role
The United Nations Development Programme (UNDP) is seeking a highly experienced and skilled Operations Advisor to support the Country Office in Bangladesh. The successful candidate will be responsible for providing strategic and operational support to the Country Office, ensuring the effective and efficient management of operations, and contributing to the achievement of the country programme's goals and objectives.
Key Responsibilities
- Strategic Direction and Risk Management
The Operations Advisor will lead and advise on the strategic direction of operations, ensuring compliance with UN/UNDP rules, regulations, and policies. They will also oversee the implementation of corporate operational strategies, establishment of management targets, and monitoring of achievement of results.
Operations Team Management
The successful candidate will lead and provide oversight to the day-to-day management of the Operations team, ensuring effective performance management and staff learning to motivate and promote organizational excellence in the Country Office.
Human Resources and Finance Management
The Operations Advisor will oversee the effective budgeting and management of Country Office resources, ensuring timely and quality disbursement services are provided to clients. They will also guide the HR team, ensuring compliance with corporate human resources policies and strategies.
Procurement and Logistics Management
The successful candidate will ensure CO compliance with corporate rules and regulations in the field and management of the CO procurement strategies, including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e-procurement promotion and introduction, performance measurement.
Information and Communication Technology (ICT) Management
The Operations Advisor will ensure ERP functionality is used for improved business results and improved client services. They will also identify opportunities and ways of converting business processes into digital/web-based systems to address the issues of efficiency and full accountability.
Audit and Risk Management
The successful candidate will oversee CO audits (management and project/portfolio) and take responsibility for effective follow-up and implementation of all audit issues; ensures full compliance with audit requirements and recommendations.
Security Management
The Operations Advisor will ensure day-to-day UNDP security compliance and efficient implementation of UNDP safety and security matters. They will also represent UNDP in SMT if requested by the Resident Representative, and is responsible for efficient implementation in UNDP of security measures agreed in the SMT and for compliance with security policy.
Requirements
The successful candidate will have a minimum of 10 years of senior-level working experience in operations, with hands-on experience in managing complex operations, programme support, and operational systems in a large country setting. They will also have demonstrated ability in effective people management and leading large, diverse teams, managerial experience in finance, human resources and/or procurement in a developing country context, and the ability to establish and maintain effective working relationships with stakeholders, government counterparts, and international organizations.
